I recreated this fan designed by Barbier not only for the art work but the wrist set. Tassel wrist sets (bands) started to appear in the Victoria era. I have a video on how those were made but during the Deco period they changed a bit. They still work basically the same way but often the cord was thicker and multi-colored as in the pdf below.
